Default ax25 routes

Is there a way to set a default AX25 route so that all the systems
will know they have to use a digi to get to anyone else?? We are
running a collection of old NET (UNIX) and NOS Ver. 1130. I know
using a digi is bogus, but til we get a separate channel for IP with
a ROUTER in a high place, all traffic has to go thru one digi that
serves this area. There doesn't appear to be a "AX25 ROUTE DEFAULT"
command. Any suggestions??
