Kevin,
This is incorrect as of last July's revision. Receiver gain
is allowed but there is now a limit on transmitted EIRP of 1 Watt into
a 6dBi antenna or equivalent EIRP.

Part 97 is the section of FCC rules that authorize the amateur radio
service in the US.
