If a forward is aborted, the message is stored in the xxx.txt file as if it
was complete. This is not too bad and can even be seen as a feature. But the
bad part is on bulletins, there BID is stored in the history file. So you
NEVER receive the complete bulletin as it will be rejected when the originator
will try to forward it again.
