TCP not following Jacobson rule

  I do not often watch traces as the traffic flow on my system is very
high and I cannot read that fast - yes I know dump to a file.

Anyhow I do look at tcp status and I see the congestion window value
change in there. When there are no retries the cwindow=window as
retries increase the cwindow decreases towards MSS in MSS increments.
Maybe this is not really happenning at the radio side I have not checked.
