When mapping call signs to ip addresses, I'd just have declared that
<callsign>.ampr.org is a subdomain. To do that now you might have to
add an extra level of indirection: <callsign>.id.ampr.org or some
such.
Once you've established the convention, you can establish arbitrary
records (A, MX, CNAME, SOA, ...) for each call sign.
[Aside: my earlier comment on routing protocols was not meant to
circumvent well designed mechanisms such as RSPF, but to enhance them
in a meaningful fashion for degraded conditions.]
