free scc driver

Dave Perry pointed out that the PI/PI2 driver is GPL-ed and is
technically an SCC driver, though it won't drive a generic SCC card. So
at least we have a starting point if we absolutely have to re-invent
the wheel.

We need the time, however, to port the KA9Q AX.25 stuff that Phil's
agreeing to release. Thus, it would be really nice if we could get the
GPL issue on scc.c resolved.
