Phil, that's FCC lingo for "send us a petition." The FCC takes a very
different view of the rules than amateur licensees tend to do, as we fall into
the habit of thinking about the rules as if they were fixed and immutable. The
FCC would much rather get something reasonably acceptable on the books and fix
it later as technology changes, which makes some sense.
