1600b on a TNC-2

I ran across a 1 IC mod for a TNC-2 that was suposed to run the TNC
at 1600b instead of 1200b. The mod consist of you piggybacking ( mostly for
parts placement ) a 4017 IC on IC U1 of the TNC. The pins of the 4017 were
connected as follows:
16 +5
15 pin 5 of the 4017
14 pin 9 of U1
13 Ground
12 pin 8 of Switch 2.
8 Ground
5 pin 15 of the 4017
The other pins of the 4017 were cut off.
Has anyone else seen this? Does anyone know why it works? Thanks.
